I set Brazil & Paraguay toward Communism - Chile, Argentina, Uruguay toward Fascism. Didn't touch the rest.
Central Americans and Spain etc joining was the game itself doing it. Was otherwise on historic setting. Done that cause I've had a feeling nothing would have happened if I just ran it on standard historic.

Actually that was most likely from the Chilean tree. Chile can send invites for every non-aligned/fascist latin american country in central to south america to join the axis, as well as offer spain and portugal to join.
