Toby actually just designed the attacks from what it seems, the other chapter 2 developers programmed the attacks in, but with how bad toby's wrist was during development, he couldn't really communicate how exactly he wanted the attacks to be implemented which means the programs would just end up scrapping a lot of attacks they either couldn't get to really work, or just didn't really know what do with them.
He actually made the entire thing in one day. He just wanted to playtest it to find bugs and spent those three years trying to complete the basement teacup ride

That's actually kind of unfair, the only way to get all these insane attacks would be to do Snowgrave, something a lot of people would most likely be too scared to do.
MTT Neo didn't had any actual attacks, not unused or used, and spamton Neo might have the most used and unused attacks than rest of undertale and deltarune bosses

Well, if you don't mind me doing a bit of shameless self-promotion in the comments here, I can now advertise around why I was digging into his spritesheet; I just finished recreating the Spamton NEO bossfight as a Source Engine map, for Garry's Mod and Half-Life 2: Episode Two. You don't fight him, it's just a survival gauntlet against his attacks. It's out on the Steam Workshop now, but soon I'm going to make some videos covering it myself, if anyone is interested.
I really wished Toby kept the rotating and rewinding walls bit, just cuz it pays even more homage to mettaton and make the connections between them even more obvious

tbh the rotating wall attack reminds me of the inside of Nova from kirby superstar. And I can see why it goes unused some of the higher difficulties are kind of a pain. Tbh so was that shooting segment in Nova's core >3>
I think it’s safe to assume the Heart attack was changed from the early version into the 2 different attacks of Spamton using his blaster and the heart on a chain. The 2 concepts for the attack work better separate. Also the Carousel was probably done just to connect Spamton to Jevil, but it’s not really that unique. I think what ultimately sells Spamton is that every attack he has is different. The only attack he has that’s similar to another is the Heart Variations. A lot of unused attacks are simply variations of other attacks and extensions of concepts that work fine alone. For example Pipis instead of the bombs dosent really work when the Pipis itself has a full attack
I get the feeling that it was supposed to go backwards faster on the wall attacks when it changes direction, because when it's only changing direction without any speed changes for a short time, that's not much of a threat... I get the feeling that Toby REALLY wanted it to go backwards because it recalled the REC mechanic in the Mettaton fight from Undertale, but I suppose he couldn't figure out how to make it work?

the amount of attacks that shoot things back at spamton when hit makes me believe that at one point attacking the heart would (like the actually mettaton) damage spamton instead of just breaking apart and doing some percentage of mercy
With the hands one it would be pretty cool (and even creepy), if this attack would showed up and then after it you get the flavour text with *"There is no audience."*
Really though, once we can figure out a good way to decompile this game, someone should fix-up and add all these attacks and extra ACTs to make the full beta SNEO experience.

Tbh the difficulty 0 heart attack acts kinda similar to his "it's for me" empty attack, I wonder if Toby actually wanted to put the first one in, but decided to instead do the second one because the former was a little anticlimactic.
I'm 90% sure that ALL "backwards" attacks listed in all these videos is just a debug mode version just to check if attack works at all, without need to dodge the actual |bullet hell| part every single time. Also cool animatic, fam.

I think there's also attack 1 and 3 (according to how debug mode numbers them) they're copies of the bouncing pipis attack (attack number 8 in debug) with some slight differences but they crash at the end if the used version of the attack didn't happen beforehand. most notably: no phone call at the start different bullet area position? thats about it
For the first one, (Obj_snea_heartattack) What would of been cool is if the the pellets shooting back towards spam ton changed there directory to either the upper hands or the lower hands 0.25 seconds after they were launched and then, when the pellets get near the hands, it throws it either toward the player, or at the hand on the opposite side of the screen, but, if it goes off screen it then despawns, and, when you defeat spam tons heart (ending the turn) before the turn ends, all the pellets then break, sometimes shooting mini pellets around them, others doing nothing, and the turn ends when the pellets go offscreen (the hands don't grab the mini pellets)

I guess the reason chapter 2 took three years to come out is that Toby spent two of those years making attacks for Spamton
