Pine Bluff Arkansas???? The leader ship in the city will never let this happen because it would mean they all got fired or voted out in which want happen because people are leaving faster than a 747 on take off. Dream on

The only way to do a project like this is to include a political plan and understanding corruption. This project has to aim for having advocates on the City Council... like developers typically do. It's part of the business.
