Cops are here to make sure people are safe. Some cops are assigned to find corrupt ones. Driving at the back of a pickup truck is a safety issue, Throwing stuff on the streets that might hit someone is an safety issue again.
It’s for the sake of safety. I knew some people who were riding in the back of a truck for fun when an intoxicated driver crashed into them and rolled their car over. One of them is no longer with us because of it.
