“Three sheets to the wind” is an antique nautical phrase. Something to do with ship’s sails coming loose and flapping around instead of being taut but I forget exactly... the point being it means fucked up to the point of uselessness.
The sheets actually refers to the sail cordage, three sheets to the wind therefore invokes a sail barely holding on by one corner and three edges flailing their cords in the wind. Absolute worst case scenario of chaos in a storm.
