Public attorney may not necessarily be worse than a private attorney. That being said I would put money on them having far less resources. A private attorney might have a team of lawyers and law clerks while the public attorney might share a single law clerk with 5 other people. Also the public attorney might also have more cases going on. Quantity over quality type thing.
