She panicked and shot in his direction (not necessarily trying to kill). Honestly (given what she knew of the situation) it was her best choice. Don't like that this stuff happens, but in that situation, most people wouldn't be able to think straight and would do similar things. If you've been trained or learned to do otherwise, that's great, but don't act like it's the norm.
The response was actually pretty reasonable. She's physically weaker than a male and he already showed no signs of stopping, going so far as to assault other guy with a weapon (phone). Even in the pretty self-defense-unfriendly state of California, lethal force is justifiable if you reasonably believed that you (or someone else) are in imminent danger of being killed, injured, or touched unlawfully and that you use no more force than needed to make that threat stop. Shooting him center mass effectively stopped the threat. In reality, "shooting to wound" is a Hollywood device that translates to reckless self defense where you stood a bigger chance of endangering someone else (smaller targets mean bigger chances of a miss for most), or you weren't faced with a real threat to begin with. In most self-defense cases, the aggressor will likely not stop on their own flawed recognizance, therefore shooting to stop is authorized. Simply wounding your aggressor may not only fail to stop them, but cause you to be the next target or (if already #1 target) place you in more danger. All in all, stupid TV show about stupid Californians, awful firearms handling, but good shoot. Case closed.
Was also 14 when this came out. Honestly, it's a very very strong season finale. The build-up is what makes this few minutes so tense and good. Season 2, especially the last few episodes, was such a joy to watch. What a shame that S3 was such a letdown in terms of fun and plot

As much as I enjoy the SNL 'Dear Sister' skit which is a spoof of this scene(that also led to memes online) I was and am still a big fan of The O.C. and will always credit the show for me discovering "Hide & Seek" by Imogen Heap. As an avid pop culture freak and TV junkie I still rank this chilling scene as one of the greatest most thrilling season finales, we don't get them like these anymore despite in this so called 'golden era' of television, the 2000s are still the best decade for US drama imho, when both network and cable were equally great and in their prime. As much as I enjoy the SNL 'Dear Sister' skit which is a spoof of this scene(that also led to memes online) I was and am still a big fan of The O.C. and will always credit the show for me discovering "Hide & Seek" by Imogen Heap. As an avid pop culture freak and TV junkie I still rank this chilling scene as one of the greatest most thrilling season finales, we don't get them like these anymore despite in this so called 'golden era' of television, the 2000s are still the best decade for US drama imho, when both network and cable were equally great and in their prime. Man I miss last decade even though I'm a 90s kid

I'm rewatching the show and I got to this part. It broke my heart. I don't know how can you hate that, it's very well and emotionally played, the actors and the music, this slow effect at the end... it's really heartbreaking
for me this is one of the biggest OMG moments in tv show finales..
