sir first you have to Open Control Panel
Click Programs and Features
Select Turn Windows features on or off
internet information services and lastly tick check the ftp server to install.....ok

Thanmks buddy.. but I WANNA ADD ONE MORE THING.. I HAVE ALSO FACED THE SAME ISSUE.. THAT CANT BE SOLVED BY THE SOLUTION GIVEN HERE, RESON IS MY "ANTIVIRUS" PROTECTED THE PORT & FIREWALL OPTIONS. I DISABLED THEM AND THIS SOLUTION WORKED FOR ME.

Anyone know how to fix this for a wifi ftp server on android? I'm trying to set it up so i can copy files between my phone and laptop over the wifi since the usb connection is rubbish. I followed the tutorial but once I got to allowed apps list there was no such listing as "ftb", I assume because that software is on my phone, not computer.

@@Mau365PP I couldn't, but thankfully I later tried swapping out for a different Micro SD Card in my phone and that seemed to be the real issue. File transfers via simple usb seem to have been stable since then.
