That is correct. You will still need pro license for publishing reports while consumers can use the free license to view the shared reports. You need to make sure the workspace in in the premium capacity , this will allow Viewers to use the free license. It is important to have proper Governance in terms of Security groups and Workspaces amd who are developers and who are just consumers. Hope this helps
Ya understood but still a little bit confused...I Hope you will understand my question..i want to ask we prchase pro for 10 and PPU for 20 per account that is fine but i want to ask if I purchased premium capacity $5000 then how many licenses I get in that 5000....means Can I assigned unlimited pro account in my org or there is specific limit OOORRRR After purchasing Premium for 5000$ again I need to purchase Pro seperately...If this is case then I dont think so its good deal...I hope u understand my question?@@skillbuilderzone
Hello there, Power Bi desktop is just a client tool to develop reports and is free of cost. You can develop your reports but cannot share from there and will need to publish it. Reports are published to Power Bi service and shared from there.

I ask because i have a premium workspace and each time I share a dashboard in a Teams tab, certain users receive a message saying "the trial version will expire in X days" and when the coutndown reaches 0, they are not able to see te report :/ I dunno know if you have seen that problem before :)
I had a similar issue. So what's happening here is that when they accessed your report for the first time , the free trail (premium/pro) started. This comes from the tenant settings. Once they have used it up, the free trial expires and they cannot access it until they are assigned with a Premium pu license or Pro depending on which workspace they are accessing. The free license that comes with O365 will only work when you have Prwmium Capacity not to be confused with PPU workspace.
