Some souls tend to get independent from the god energy to become a part of materialistic desires. It's not God, it's the soul who wanted to get away from the god and stay independent. So, God created an illusionary world(maaya)(we treat it as materialistic physical world) and sent the souls here for our sake of wishes. The soul enteres to this physical/materialistic world gets a body and senses to experience his/her desires as karma. It goes as a loop of janmas(re-births) until the soul recognises its own self as a part of divine positive energy(God) which is soul's forever home.
