Why use the FreeG plugin? Is it to increase the volume of the track so it becomes comparable to the reference track? And why not use decrease the reference track's channel volume by 7db? I don't quite understand the use of that plugin

Im turning up the volume of the incoming signal by 7db. I work to 0db on the master output, so when I need to bounce a premaster I just turn off the mastering chain, including the Free G, and get a premaster with -7db, lot's of headroom.
It's about working loud and creating headroom. But the reason I use Free G over Utility is the interface and metering is much more detailed.
