Although to defeat It, you need to believe and also have strong willpower. Jason again is emotionless, so Jason can't hurt It either. This is a fight that can't happen.
This was pretty clever, the two Duking it out and the way they did it, Pennywise trying to unlock that childish mindset Jason has at moments and discover his deepest fear but couldn’t, he wasn’t afraid of drowning, he was afraid of losing his mother and hence why he kills so un relentlessly. Plus why pennywise kept changing into his mother trying to reach him, and he still failed.
