The reference is to Rousseau. He says that the G will is sovereign - a sovereign which is made of the real wills of all individuals in public interest. So, if anyone ges against the G Will/sovereign - s/he will be forced to follow the G Will. That means one can be forced to be free. This is also the line taken by Hegel and Idealist thinkers.
