You currently cannot make Sage Naruto or any champions that you bought directly from the shop with Robux into a shiny. Any champions you summon though (including Naruto) can be crafted into a shiny with 10 shiny rocks or you can roll him as a shiny. Hope this helps!
If u already have Kamehameha, Spirit bomb, and cero, I recommend training your chakra so you can spam those three powers with an insane damage. And also train durability so you won't get one shotted
