CSX radios say niner because saying nine and five rhyme. CSX radios get static a lot of their transmissions. So they will say niner for 9. That way it can be clear of what the number is instead of just saying “nine”

They do. If for whatever reason the crew fails to heed the defect detector's warning that's on them.
