To answer 5up's question at 14:43 YES, there is a setting that allows Neutral Killings to Assassinate during the meetings. Edit: I put "Assassin" instead of "Assassinate". :(
Maybe if instead of full detecting they get a flash on the screen indicating the quadrant of the map or one thing like just north south east west of your current location or from the center of the map
