I think the whistle sample used here was used in Ska Cha Cha from Sonic Rush, and Like This Like That from Jet Set Radio Future. I might be right or wrong about this, but I'm sure it was used in either one of those.

+HarmoDevil No. The original song is older than Vela-Nova, but this remix wasn't released until years after Sonic Rush.
Christian Hammand If I'm aware, this remix was made around the same time as the original, but it was unreleased, Maybe I'll ask him about it.
Just realized my mistake. The website that I read the info on said that it wasn't made public until years later. I didn't pay enough attention to the video description.

that one part of the song reminds me of a castle crashers character the painter. not sure why but the sounds sound like his voice a little

Y'all wondering if the sonic track sampled this, or this sampled the sonic track, but I'm hear looking at that whistle and tune taken straight out of "My Melody" by Rakim and Erik B.

This was also a samba remix of Juku Nanka Ikanai unlike the regular one is way more slower than ever (I wish the "Bum Bum dang dang the dang" was added again 😔)
Anyway Hideki took a lot of melody/chord inspiration from different songs he got like "Oldies But Happies" and "Like It Like This Like That" from Jet Set Radio Future and "Ska Cha Cha (Sonic Mix Blazy Mix & Digital Remakin' Trax)" and "Vela Nova (Regular Digital Remakin' Trax & Part 2 [Pinch]) from Sonic Rush
