Someone in the comments said it was a problem with steam and that it works for them now, I'm not sure what they did, but they confirmed it still does work.
Right after you download the file, you need to extract it. Since you said it says .rar, I'm assuming you have Winrar installed so all you'd have to do is right click on the file and click "Extract"
