LGUs in Action: Powers & Limits in Extraordinary Times

- Local Government Units (LGUs) today face "new challenges" under the "new normal" brought about by the COVID-19 Pandemic and the quarantine measures prescribed by the National Governments. As front line agencies, they are caught in the middle of their two principals - the State and the people they serve. While they are governed by respective charters and the 1991 Local Government Code, they are now called upon to work within the framework of the Bayanihan to Heal as One and the ensuring orders, policies, decisions and guidelines.
LGUs now ask:
1) Can we or can't we?
2) Is local autonomy today different?
3) What areas of governance are we free to act on?
4) What is the "enhanced supervision"?
5) What are the so-called "defined and undefined" areas under the Bayanihan Act?
6) What happens if we don't follow?
7) Can governors, mayors, punong barangays act without an ordinance?
