Hmmm, on my new Windows 10 PC the Control-key combination does NOT work! So after research I found the best way: I right click the Taskbar, then choose "Touch Keyboard." With the cursor where I want it, I click on the Touch Keyboard, pick a letter, Click and Hold on it using the left mouse button, move the mouse to whatever accent I want, and click on it! Done!

Microsoft should adopt Apple’s method of writing those accent marks. For those with a Mac, you just long press Option key with your intended key, revealing a pop up of all the accent marks for that letter, you select and continue typing. Very intuitive.

After many hours spent reading articles and watching videos which did not provide methods that worked on my keyboard, this one not only provided the correct method, but carefully showed how to do it.

Since I made the video, I am no longer actively using a PC so am glad you have clarified the key combination for œ as in sœur, cœur, bœuf, etc. I'm not sure why it didn't work in the comment section... there's no problem typing that character on a Mac in Safari browser. (I wonder if it's browser-related at your end?)
I'm kind of pissed I'm just seeing this video right now. For years I tried to figure out how to do the accents. I eventually settled with downloading the language pack in my computer settings and then I bought a french keyboard to make it easier to type. That way is actually pretty good but a lot of time was wasted on my part not knowing the stuff in this video. I even did the write the accents on google translate and copy them into wordpad to use them later. This would have saved me 7 years ago when I took french in college.
That doesn't work for me. But, when I held all 3 together it worked in Microsoft Word. When I am in email thought, that instead puts my cursor into the search bar.
It's unbelievable how long it has taken me to find this, the clearest explanation on the internet. Thank you!

I didn't catch the part that you have to install the "International" keyboard first. Did you mention it? Most users have QUERTY keyboard as default.

No, you don't need a French keyboard (or French keyboard layout) for this. Set your keyboard to "International".
