When can you transform? Why not dump stats in strength and Dex, and become a caster out of transform?

as soon as you hit level 2.

strength is useless in caster form due to the shillelagh cantrip that makes your weapon use your spellcasting modifier (wisdom) instead of strength

if you mean the other way, you need dex for initiative rolls outside of wildshape and you don't want to dump all your strength out for any athletics checks you'll have to endure and extra carry weight never hurts
