You can use the command:
/execute @e[type=armor_stand] ~ ~ ~ tp ~ ~ ~-1 this is the second command: /execute @e[type=armor_stand] ~ ~ ~ fill ~-30 ~10 ~ ~30 ~10~water THEN PLACE AN ARMOR STAND,,,,,, then Boom!!!! Done make sure they are repeating and always active
