On the laptop issue: Laptops capable of gaming are typically held back by two things: #1 Their power supplies are often very under powered for what they need (sometimes buying aftermarket power supplies helps) #2 heat dissipation and ventilation is often a problem due to such a small enclosed space.
For example: My last laptop had a 90 watt power brick, but had a video card that typically needs about 500 watts in a regular computer all by itself. This wasn't a budget laptop at the time, either.

Goes as high as 85C on stock automatic settings, even when placed on elevated cooling mat.
