The way I see it is he's into it because it reduces the size gap between them since Bowser is normally like 3x the size of Peach, and even then Bowser is still bigger than her Elephant form.
His size is pretty variable, especially in Mario Galaxy 2 where he's titanic in boss fights but shrinks to about the size of a regular enemy in the credits iirc
