I understand the PEZ dispenser will be used next launch. But.. with dummy satellites that will follow and renter close to the upper stage entry point. Is this because the altitude isn't LEO? Just wondering why they would waste a launch if it could stay up there... I am not a rocket doctor, just curious. Any takers on answers?

They are not designed to catch the ship, but just to discover what the effect of future catch pins will be on plasma flow !!
Those catch pins are non-structural aerodynamic simulators. Test devices to see how that area reacts during reentry.
