Raptor Zerglings! No, really, that is about all you need for this achievement. The only important thing to highlight is that you need to complete the Bonus Objective too! Have Kerrigan & some roaches do the heavy lifting with the Protoss & the Ursadons (Bonus objective). Make a group of Raptor Zerglings, maybe 20 or so per remaining Spire, and then target the Protoss Spires during a Flash Freeze!

Thanks a bunch bud! You made me realize that I should check out the Mastery archives or whatever it's called where you have access to all of the possible evolutions and Kerrigan abilities. I tried for about an hour playing the campaign and going there as my 4'th mission so I had nothing at all when it came to all of that and concluded it was impossible in those conditions. I now understand and did it first try, thanks!
I'm so glad that I could help! The archives are super helpful for getting achievements, and are available for the Heart of the Swarm, Legacy of the Void, and Nova Covert Ops campaigns (sadly, it was never made for Wings of Liberty).
How do you have that many kerrigan powers and evolutions? I do Kaldir first, how do you go all the way to Zerus before tackling Kaldir? I wasn't aware it let you do that. Or Char, for that matter? I can't do this within 9 minutes, its nuts xD
Playing through the missions via the "Master Archives" gives you access to all possible tech / powers for that mission (e.g. pretends I did Char & Zerus before Kaldir). I think you have to complete the campaign once to unlock the archives, but having access really helps out for achievements.
