what is this welding in the beginning?
I don't think it's welding. it looks like a plasma cleaner, which would probably be used to remove impurities which would be for performance reasons.
Exactly, plasma pretreatment (Plasmatreat) for cleaning the battery cells.
Is the battery housing encased with some form of liquid?
