Majority of Belarusians do want to join the Russian federation and I have many friends to back it up and technically, both are now same country since both countries signed the union state of Russia-belarus where it states that Belarus and Russia are same country but both of their government will have autonomy from each other. I think it's luhansenko government that's preventing Belarus from officially joining russia since luhansenko wouldn't want to just be a governor of a region. There's even a popular story in East Europe and central Asia that luhansenko wanted to become the Russian president.
