    You are wrong to say it was dispensation of conscience that made them to do wrong things. That is not what dispensation of conscience means. It simply means that God allowed their conscience to guide them. He didn't give them any laws. And so he judged them based on how they responded to the leading of their conscience. If by their conscience they were supposed to do something and they did it, God was okay with them. But if they did contrary to what their conscience tells them to do, then God used their conscience as the basis to judge them. So it is not that they were left to do whatever they like as you claimed. If that was the case, God wouldn't have judge them. It was not their conscience that told them to do wrong. So don't say it was bcos they were left to do whatever their conscience tells them to do that they were doing the wrong things. It only means God didn't give them specific laws to guide them. He allowed their conscience to be their guide. But they did against their conscience. That was why God punished them. It simply means God used their conscience to block any excuse for their wrong behaviour. So none of them could challenge God for punishing them bcos he didn't give them laws. God justified His judgement of them bcos He gave them conscience. Not that bcos he gave them conscience he allowed them to do what they liked. Even in other dispensations did God not allow them to do what they liked? There was never any dispensation when God took away men's freewill. He gave them freewill to do as they wish in every dispensation. But he used different means to communicate his will to them. And it is that means that he used to judge them. In the dispensation of conscience, he judged them based on how they responded to their conscience. In the dispensation of Law he judged them by how they responded to the laws he gave them. In the dispensation of grace, he judge them by how they respond to the salvation brought by Jesus. And the different dispensations did not last the same for everybody. While some had moved from dispensation of conscience, others were still under it. For example, after the coming of Moses, all Israelites moved to dispensation of the law bcos God sent Moses to them with laws. But other nations that were not Israelites were still under the dispensation of conscience bcos God didn't send any prophet to give them any law. So the dispensation is not chronological.
