The red and yellow striped cloth on the boys are represented as a victory, when mother Kali went into battle she wore the red and yellow stripes and she always won, so when performing a big puja for her and when performing a sacrifice a pujarie will wear the stripes. I am not sure if women can wear it because I have personally not seen women wear it but they might.
