Leo's real name Eleanor. Biologically a girl. However, Namco changed Leo to be whatever the players wishes Leo to be. So Leo can be a girl or boy. There's no wrong answer.
In Tekken 6 Leo was more feminine in appearance with female voice actress then in later games a male actor. In Tekken Tag 2 Leo's custom comes with a bikini options. While in Tekken 8 Leo was given more male options like facial hair beard.
So as before technically lore wise female, but Namco decided to make Leo unisex for players to choose.
