I haven't found a single Russian spring 2022 source where they say this, but many Western media outlets have been talking about it all the time, referring to each other without a primary source.

The 12 point peace plan has careful steps away from previous positions. They cloak a certain consideration of Russian point 'don't discriminate ethnic Russians' into point 9 'both sides will respect'. Well AFAIK only Ukraine has forbidden a church, destroyed monuments, renamed streets, eliminated official languages, give people shit singing Russian language songs in public etc.
Overall it is certainly inacceptable to Russia.

The EU-Zelenski "peace plan" is basically a list of Ukrainian demands 🤦♂ They want the Russians - who are winning - to agree to 12 Ukrainian demands, including giving them the largest Nuclear Power Plant in Europe, just for the Russians to start negotiations on the removal of Western sanctions and release of some of their frozen funds 🤦♂

Completely agree with you! But I'd recommend Russia to give the most Western part of Ukraine back to Poland, let them deal with Nazi Banderites. Russia doesn't need this headache.
