It is a bummer but PC2 has got you covered for that. I decided to run a 2-hour Group C event with time and weather (rain, fog, full time cycle, etc) and it was amazing. I would like to see it in PC3, though.
The AI on this game is HORRID. The cars act like you ain't even there and they run the track at a certain time that isn't broken unless you actually wreck them. They could have done better than that.
