People call it a “scam” because the two new operators are considered underwhelming gameplay wise (especially Ho’olheyak) and “waifu bait,” especially compared to the much more useful rate-ups that followed.
To which I say: Muelsyse is actually very good gameplay wise (kind of depends on having heavy stats her blob can copy from other operators but that shouldn’t be too hard for most players), and Ho’olheyak is rather underwhelming for a 6*, but who knows, she might become the next Passenger and get a couple upgrades that makes her broken. I still have found use for her though; not every new operator needs to be high-difficulty material or re-write the meta.

After ideal city event, my gacha result has a habbit only get 1 of 2 from the banner
In texas alter banner i only get texas
In chong yue banner i only get that fcking rat (i really want aniki)
And now in this event i only get mumu
That make me want saving until next sui sibling event to spark chong yue
