If we had dictionaries where every kanji had a link to toppogi's videos, where he tells their explanation, the world would be just different,
And also thanks for another lesson

I saw this kanji in one of kikuo's songs, "I'll forgive you even if you die", at 1:42 so it's not that it's never used, it's just rare

I like this type of kanji that by looking at it's radicals, it can easily be understood and remembered.
囁く Whisper: It takes 3 different peoples ears to hear what 1 person says from their mouth.
囁く Rumor: It takes *_only_* 1 mouth to say something and it spreads to 3 different peoples ears (and those 3 spread it to 9, then 27, etc. because rumors spread like wild fire!)🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥🔥

The actual etymology is phono-semantic, with 聶 (onyomi: shou) being phonetic and 口 (mouth) semantic. Of course the etymology provided in the video is more interesting and helpful to a learner, but it's cool to know the real etymology nonetheless.
