When the Luck effect is given, any new structures loaded while the effect is on, eg; a bastion will have a higher chance of having more gold, and better loot in chests. Once on a creative mode world when testing it out, I got 5 netherite ingots and a full set of diamond armor from a treasure room bastion. Additionally, this also applies to the effect of Unluck, but the opposite. When using it, I couldn't find a single piece of diamond armor, or even ancient debris in 10 bastions. Hope this helps.
