A better way is to swing/court mount (depending on what you prefer) the medal onto a medal bar with a brooch pin, much tidier look on the top and no need to feed it through a obvious hole at the top.
Just a couple of observations....Use a scalpel with a 10A blade....Don't bother bevelling the top cut as you cut the bevel off anyway to make the slot wider.....The Sellotape is a bit of a tacky idea if you excuse the pun...What would you do if there was more than one medal...It wouldn't work would it...
I would work from the back of the card so as not to mark the display area. Check the card for square. A fresh blade every time. Acid free tape. A stitch around the gong to stop it moving about. That small ruler makes me squirm.

Working from the back wouldn't give you a clean cut so messier in the long run & stitching would damage the ribbon.
