Even without his fruit, he would still be able to use all three types of Haki and possibly even train them more. Humans like Luffy are still Hella strong in One Piece, even without a devil fruit or Haki. And since he‘s the grandson of Monkey D. Garp, who also doesn’t have a devil fruit, he surely would have been able to be strong without his devil fruit also.
