Further, after being closely acquainted with the Russian Tsar, he is chosen as a representative of Russian diplomacy in Romania.
After diplomatic successes in European salons, he is appointed Russia's foreign minister for Southern Europe.
From 1822 until he was elected President of Greece in 1827 Capodistria stayed in Switzerland, propagating in the salons of European diplomacy in favor of Greece's independence.
In May 1827 the insurgents of the revolution of 1821 adopted a Constitution which elected the President of Greece Jani Kapodistria, who officially took office in January 1828. It must be said that the consent for the election of Ioannis Kapodistria as President of Greece was given by three army leaders who were also Albanians
Theodor Kollokotroni, Georgio Karaiskaq and Georgio Kundurioti.
