I think its safe only if heavy loaded vehicles are diverded and only small or empty trucks are allowed to ply until its completely restored when the weather is good. As long as the heavy loads ply, it will only sink slowly again.
If the road is ready to allow traffic first priority should be the essential commodity carriers and not the down going sandalwood loaded truckers or empty trucks.
Need to focus more on the tire tracks on either side instead of the middle strip for a cost effective solution. As seen on the video, the mud on the tire tracks on the sides will get displaced to the middle of the road. It will need to be flattened repeatedly after a few heavy loaded trucks passes. Maybe the solution is to lay 2 broad strips of stones on the tire tracks.
I'm not sure about the land condition but it's surprising, why the concern authority take such a long time to open. It's a life line road for many people.
