I am trying to understand the crime of Vatican Bank in a movie of a missing girl in the 80's. And this term about transfer of money and Shell company is mentioned. Why would Vatican Bank be a conduit?
Is there any legislation in place to prevent the formation of shell companies in a country or country's government? Why don't they have strict measures in place to prevent the formation of shell companies, which pose a high risk of money laundering?
Not all shell companies are made for ML. Google, Apple has more than 1000 shell companies. Mostly it is done to reduce taxes. Fewer regulations are there on shell companies as Governments want more business in their countries, so reduce regulations like in Switzerland.

In Canada. A shell company is 99% criminal or tax evasive in it's use. Sadly our government is not out to illegalize their existence or aggressively prosecute those who participate or are named in a shell company

that is correct not all shell companies are used for money laundering, the majority have a legitimate purpose for their creation.
