No, It can't. But maybe lossless scaling (paid app, buy on steam) or magpie (free). Those are frame fenerators with fsr built in. Turn on a game on windowed mode and low resolution and ativate one of those apps. It is cpu bound and gelps when you are limited by gpu.
Either the HD 4000 is dropping a lot of the effects FSR uses or it's just faster than a Vega 8 at whatever FSR does (video effects?). You're using the built in FSR though right? Not the driver or 'Lossless Scaling' ones?
Tbh the most impressive thing is that there _is_ a performance benefit over running at native even if just barely.
