I’m in the 209, Stockton is like this and Lodi isn’t. It just depends on the city, and location, there is another in Stockton but a nicer area and it isn’t like this either. I’ve been to other targets throughout California and it just depends like I said on city(population) and location (good/bad neighborhood.) I think if there isn’t a quick police response time it has to be like this, also with the $1,000 law, people are more brazen with theft in all kinds of stores now. It wouldn’t be surprising to a lot of Californians to witness theft right in front of them, and see nothing gets done about it unfortunately.
I went to a target in los angeles and everything being locked up blew my mind. I just didn't bother asking for anything. I just left. From there on I just mobile pick up.
Go to locations in upper middle class neighborhoods where people actually pay for their goods and it's definitely more of a normal shopping experience.

When crime is allowed then yes everything needs to be locked away

Is only by the Bay Area, and bigger cities. In smaller towns like Modesto where I live, stores are as normal as they can be.
