He then did grow a bit in his movie when he learned that he does have to put in the effort to train for what he wants, because he can be surpassed, but the "bit" he grew was so tiny that in the end he died anyway. And THEN by the tournament of power he grew a significant amount more, while still retaining his wickedness, we saw this when he gave Goku energy, namek Frieza would've NOT given Goku energy if he was in the same situation, he'd rather die (not *really* die but you get what I mean). Current Frieza (post granola arc) is much more mature and cunning than ever.
At this point, frieza is just that one toxic guy in the friend group

Nice by his standards I'd say, and character development either way though. It's coming from an intergalactic racist who wanted to purge them on sight. So badly to the point he threw away mercy after begging. So bad he came back and immediately went for revenge. So bad that he got resurrected and still lost.

Giving your employees a huge bonus for a good find is incredibly generous for someone who has always been portrayed as a tyrant. He is obviously very strong but doesn’t really care for showing it until someone gets in his way. He’s always had subordinates do that dirty work for him until he has no other choice.
That would be cool for him to become a rival but at the same time it would kind of be dumb if goku and vegeta allowed him to keep killing countless people while taking over their planets just because hes their rival and i dont really see him doing anything other than that still at this point

I mean, Goku and Vegeta don't really care. They protect Earth 'cuz it's where they live. They fight strong opponents 'cuz they like to fight. No other reasoning. I would not put it passed them at all to just chill on Earth while Freeza re-conquers the Universe. The only one that might have an issue with that is Vegeta, and that's only because they have prior beef.

It feels like feeza has softened a little after the tournement of power, I actually like that. Wouldn't say he needs to become friends with everyone nor totally good but since he'a relevant again, I'd really like to se a character development to at least an rival.
He still wants to kill them, but I think hes gained a level of respect and enjoyment from having some rivals that force him to better himself.

Maybe not now. But I have a hunch that he's eventually gonna stop being a merciless killer and become more of an emperor with an amazing empire.
I'm sure he can make a kingdom where people love to live in, all the while still being a strict and wise king.
It may sound contrived if that happened, but him turning . . . at least not bloodthirsty anymore would actually greatly help Uni7's "Mortal Score", since he still controls vast swaths of the universe and if he not only built the empire up properly with technological and scientific advancements but made it a decent place to live where people were at least content, that score would skyrocket.

Freeza hasn't become a nicer person. Even on Namek, he would offer the carrot as much as he threatened with the stick.
What Freeza has learned is PATIENCE. In the past, Freeza didn't know how to take a loss or swallow his pride. Whenever faced with someone stronger than him he would lash out wildly in order to try and reassert dominance. It cost him when he burnt himself out going 100% against Super Saiyan Goku. It cost him when he tried using his golden form before he'd actually mastered it. He was in many ways a blunt instrument.
Now he's learnt how to be subtle, bide his time and pick his fights. Don't be fooled. He hasn't become a nice guy. He's just better at hiding the knife behind his back.
Some of the only great writing Super has is Frieza's character arc

I also consider Frieza’s attitude toward Gohan to be somewhat interesting. On a few instances he shows something resembling respect towards him. I also find his Fighters Dialogue toward Yamcha particularly funny, since Yamcha would probably make a weirdly good minion.
