In 1919 Gandhiji gave a call for a satyagraha against the Rowlatt Act that the British had just passed. The Act curbed fundamental rights such as the freedom of expression and strengthened police powers. Mahatma Gandhi, Mohammad Ali Jinnah and others felt that the government had no right to restrict people’s basic freedoms. They criticised the Act as “devilish” and tyrannical. Gandhiji asked the Indian people to observe 6 April 1919 as a day of non-violent opposition to this Act, as a day of “humiliation and prayer” and hartal (strike). .

So basically rowlatt act was passed by british government on 18th march 1919 .... In this act there was a rule that britsh government can arrest anyone on which they suscpect .... and keep them in prison for so long withoutt any trial ... but gandhi didn't tolerate thiss and in 1919 he gave a call for stayagraha against rowlatt act they tried to abolish this law using ..truth + non violence
Then on 6 march gandhi asked indians to observe this day as a non violent opposition to rowlatt act.. they set up strike (hartal ) there was a curfew so gatherings of people were prohibited but In amritsar on 13th april it was a baisakhi day ... nd here the jallianwala bagh incident took place general dyer killed many of innocent people who had visited there .... when rabindranath tagore got to know that he expressed his pain and anger by renouncing his knighthood ... hindu and muslims were united at that time just to oppose the british rule ... mahatma gandhi had considered this land of all ... whether hindus or muslims .....

O'Dwyer was a lieutanant governor of Punjab. It means he was the head officer of army. That time viceroy(Viceroy of India) was Lord Chelmsford (1916-1921) .
