It has nothing to do with giving someone time to counter in between It's a simulation, hbk doesn't wait for 2 secs in real life for the opponent to look at him ;) or infact no other superstar does, that uses a kick

In the older games you had to press the reversal button earlier because it was a scripted animation, like all grapples, but here is different. When he begins the finisher at the turnbuckle he does a "wake up taunt", as they're called in the game, then, when the opponent is completely standing and facing shawn, he approaches him with little steps (depend on how far the opponent is) and kicks him, and thats when you can counter. Thats why he loses much more time tuning the band, because since its not a single scripted animation the system has to recognise that the opponent's model is in the right spot

Look up their Ironman Match, I'd say that's HBK at his peak, and his navel is not exposed... Thasts just the way it was, and that's the way I remember. Something so minor, it's not a game killer, but it sucks they don't have his signature attires in the game.
