Why is baker rifle so expensive? I dont see any things that it would be better in except damage

If you aren’t starting projects, evicting (Defensive doctrine, etc), importing muskets, and buying slots, the army will definitely not qualify you as productive and competent as King because being a Monarch is a expensive job.
