well aside from waiting for atleast 2 downed officers get revive, they also need to confirm all suspects are in custody (this also means diff. suspects from ”nosy bystanders”), dtto trying hard to convince them took most of their time too

@@zerosskuy they don't need one more, it's a different reason...they're getting excuses from VCR staff where early day reason was no hideout since there are only 5 then the next reason in later days was Staff was afraid of balance where Police would be overwhelmed if there are too many gangs hence they still don't get the green lit for gang sadly staff are going to be persistent to have only 50 in total players for gang but then Day 6-7 they are still adding more Police but no approval for Rpr's gang in hindsight, so it's still very slight chance by having new gang or increase max per gang
