Nah.. I believe that's Dee Henricks, who is on the album. Sheila E played with her father Pete Escovedo in 1977 time frame. Sheila is much taller and not as skinny. I saw Shiela play with Billy Cobham around the same time Billy produced the album Pete and Sheila Escovedo. I was sitting literally about 15 feet from her while she was playing congas. I don't believe Sheila ever had that hair style either. She had an afro when I saw her and then she got hooked up with Prince and then she got totally restyled.
