You are correct in understanding there are 2 aspects to the show. Comedy and a serious Drama. Its like a deconstruction of Isekai genre. There are comedic elements, but behind it all, there is a serious story with political drama and a whole lot of world building. All of this is a joke a to Cid, but to other characters its life and death.
The show makes fun of fantasy tropes, but at the same it is a proper story. Its refreshing.
